Abstract: Artificial Intelligence (AI)-based technologies have been gaining relevance in the defense sector, opening new possibilities for the modernization of Brazil’s Defense Industrial Base (BID). Cooperation among the Armed Forces, the BID, and academia has proven fundamental for the development of technological solutions aligned with the country's strategic needs. In this context, the object of this study is the use of AI technologies as an instrument for the modernization of the BID, aiming to analyze how AI application strategies can contribute to this process. The research adopts a qualitative approach, based on inductive reasoning and the case study method, through the analysis of official documents and interviews with professionals from the defense sector. The analysis revealed that leveraging AI within the BID depends on strengthening interactions among the involved actors, creating mechanisms that encourage innovation, and valuing initiatives focused on the use of dual-use technologies. In summary, the study demonstrated that AI holds significant potential as a driver of BID modernization by promoting innovation, boosting the productive sector, and enhancing the national capacity to face contemporary defense challenges.
Descrição: As tecnologias baseadas em Inteligência Artificial (IA) vêm ganhando relevância no setor da defesa, abrindo novas possibilidades para a modernização da Base Industrial de Defesa (BID) brasileira. A cooperação entre as Forças Armadas, a BID e a academia revela-se fundamental para o desenvolvimento de soluções tecnológicas alinhadas às necessidades estratégicas do país. Diante disso, este trabalho tem como objeto de estudo o uso de tecnologias de IA como instrumento de modernização da BID, com o objetivo de analisar como as estratégias de aplicação da IA podem contribuir para esse processo. A investigação adota uma abordagem qualitativa, de raciocínio indutivo, com base no método do estudo de caso, por meio da análise de documentos oficiais e entrevistas com profissionais do setor da defesa. A análise evidenciou que o aproveitamento da IA na BID depende do fortalecimento das interações entre os atores envolvidos, da criação de mecanismos que incentivem a inovação e da valorização de iniciativas voltadas ao uso de tecnologias de dupla utilização. Em síntese, a investigação demonstrou que a IA tem elevado potencial como vetor de modernização da BID, ao promover a inovação, dinamizar o setor produtivo e fortalecer a capacidade nacional diante dos desafios contemporâneos em defesa.; Trabalho de Investigação Individual do CEMC 2024/2025 no Instituto Universitário Militar

Abstract: For a long time, it was debated about the possible benefits that a cooperative defense agency could bring to Brazil and South America. Until 2008, when the Brazilian State and the other eleven South American countries formalized the creation of the South American Defense Council (SADC), an instance of regional defense consultation and cooperation. In this sense, this work focuses on the Brazilian posture while remaining as a member of this Council. The objective is to analyze how Brazilian characteristics, in geopolitical, economic, military, diplomatic and political terms, would have appeared as benefits, or harms to the effective implementation of the SADC. Thus, this work will use statistical and conceptual data, combining them with normative and factual evidence related mainly to the Brazilian posture in the last decade. In order to achieve that, the work was divided into three parts. In the first part, the environment for the creation and implementation of the SADC will be addressed, as well as the expectations arising from them, focusing on the benefits that such an agency could bring to Brazil. In the next section, it will be analyzed the difficulties encountered on the way to implementing the SADC, focusing on Brazilian characteristics. In the third and last part, the Brazilian stance - and that of other members of the SADC - will be contextualized in terms of advances and setbacks, intending to express a brief projection of what is to come.
Descrição: Por um longo período, se debateu sobre os possíveis benefícios que um órgão de defesa cooperativo poderia trazer ao Brasil e à América do Sul. Até que em 2008, o Estado Brasileiro e os outros onze países sul-americanos formalizaram a criação do Conselho de Defesa Sul-Americano (CDS), uma instância de consulta e cooperação regional em matéria de defesa. Nesse sentido, este trabalho tem por foco a postura brasileira enquanto permaneceu como membro desse Conselho. Objetiva-se analisar de que maneira as características brasileiras, em termos geopolíticos, econômicos, militares, diplomáticos e políticos, teriam figurado como benefícios, ou malefícios à efetiva implementação do CDS. Assim, este trabalho utilizará dados estatísticos e conceituais, aliando-os a evidências normativas e factuais relativos principalmente
à postura brasileira na última década. Para isso, dividiu-se o trabalho em três partes. Na
primeira, abordar-se-á o ambiente da criação e implementação do CDS, assim como as
expectativas deles decorrentes, focando nos benefícios que tal órgão poderia trazer ao Brasil. Na parte seguinte, serão analisadas as dificuldades encontradas no caminho à implementação do CDS, focando nas características brasileiras. Na terceira e última parte, a postura brasileira
– e de outros membros do CDS – será contextualizada em termos de avanços e retrocessos,
buscando-se exprimir uma breve projeção do que está por vir.

Abstract: In recent years, particularly since this century, China has invested in the development of its Naval Power. At the same time, tensions with its neighboring countries over sovereignty disputes involving the South China Sea are clearly present to the rest of the world. The present work aims to understand the relationship between these two issues, with the following hypothesis: the recent development of Chinese naval power has as its main motivation the guarantee of the country's interests in the South China Sea. For this, a historical approach will be made that contextualizes the importance of the South China Sea region and how previous events influence the dynamics of power until today. Subsequently, an analysis of the Chinese armed forces - especially its navy - will provide an overview of the recent evolution of the country's Naval Power. Finally, we will seek to understand the current geopolitical dynamics involving the region and how China has positioned itself in this scenario. The study will be done through an exploratory research, using two methods: bibliographic research, through books, academic articles, reports from international institutions of strategic studies and journalistic reports; and documentary research, with analysis of documents from China and official speeches by leaders of the main countries involved in the issue.
Descrição: Nos últimos anos, particularmente a partir deste século, a China tem investido no desenvolvimento de seu Poder Naval. Em paralelo, tensões com seus países vizinhos por disputas de soberania envolvendo o Mar do Sul da China apresentam-se de forma patente ao resto do mundo. O presente trabalho visa a entender a relação entre essas duas questões, com a seguinte hipótese: o desenvolvimento recente do Poder Naval chinês tem como motivação principal a garantia dos interesses do país no Mar do Sul da China. Para isto será feita uma abordagem histórica que contextualize a importância da região do Mar do Sul da China e como eventos anteriores influenciam a dinâmica de poder até os dias atuais. Posteriormente uma análise das forças armadas chinesas – especialmente sua marinha – trará um panorama sobre a evolução recente do Poder Naval do país. Por fim buscar-se-á entender a atual dinâmica geopolítica envolvendo a região e como a China tem se posicionado nesse cenário. O estudo será feito através de uma pesquisa exploratória, empregando dois métodos: pesquisa bibliográfica, através de livros, artigos acadêmicos, relatórios de instituições internacionais de estudos estratégicos e reportagens jornalísticas; e pesquisa documental, com a análise de documentos da China e discursos oficiais de líderes dos principais países envolvidos na questão.

Descrição: The Brazilian Navy has acknowledged the relevance of cyberspace within the maritime operational domain by integrating cyberspace terrain into its operational plans. Consequently, the Brazilian Navy struggles with dilemmas such as balancing its ends, means, and ways in the cyberspace arena, namely how and where to hire professionals, where to deploy them according to their expertise, and how to build capabilities within cyberspace in accordance with the Brazilian Navy mission. Whereas the US government created specialized agencies to address cyberspace issues in several areas, such as critical maritime infrastructure and conventional warfare domains (air, sea, land), the Brazilian Navy has yet not decided to unify its cyberspace workforce under a command structure. Therefore, with the US approach in mind, whether the Brazilian Navy should activate the Navy Cyberspace Command arises as a research question.
However, that question does not have a simple answer. Experience in cyberspace shows the answer should be yes due to specific threats to any navy’s fleet, such as attempts to introduce vulnerabilities into naval systems by intrusions in their supply chain. Even though it may seem a yes or no question, technical, tactical, operational, and particularly strategic reasons underscore a critical part of the decision-making process. Hence, this essay will excerpt conclusions from a refined research question. How would the Navy Cyberspace Command contribute to the Brazilian Navy’s mission efficiency?
