Descrição: There are different decision levels with distinct decision makers in a decentralized Supply&#xD;
Chain, for example, shippers and carriers. Nevertheless, most studies are conducted considering only one&#xD;
decision-making level. The carrier is the decision-making agent in Dynamic Vehicle Allocation (DVA)&#xD;
problem and allocates vehicles to maximize its profit, usually delaying shipping. It is necessary to respect&#xD;
the partnership principle. This paper presents the DVA problem using bi-level programming. The shipper’s&#xD;
objective is to minimize shipping delays, while the carrier’s objective is to maximize profits. The exact&#xD;
algorithm is used to solve the Bi-level DVA problem. The results show potential applications in logistics,&#xD;
decreasing both transportation delays and costs when synchronizing carrier’s and shippers’ decisions.

    <summary type="text">Título: Defense 4.0 - A Bibliometric Review and Future Research Agenda

Descrição: This paper presents a bibliometric review of 303 studies on Industry 4.0 (I4.0) in the defense sector obtained from the Web of Science (WoS) platform, published in 227 academic circles, authored by 1211 academics. The objective was to broadly and comprehensively identify the concept of I4.0 within the defense sector and identify future research paths. The documents were analyzed using the Bibliometrix tool in the R software. Based on citation analysis metrics, we revealed the most influential articles, journals, authors and institutions. Using the bibliographic coupling methodology, we identified four research clusters: (1) Additive Manufacturing, 3D printing, spare parts, (2) Internet of Things, Deep Learning, military, (3) Machine Learning, suicide, prediction and (4) Systems, Artificial Intelligence, Expert System.The clusters were analyzed in detail and then a research agenda was proposed.

Abstract: After practically extinguishing itself between the 19th and 20th centuries, maritime piracy&#xD;
reappeared on the world stage from the 1980s onwards, affecting the current globalized&#xD;
world, dependent on maritime traffic for the flow of international trade. The Gulf of Guinea,&#xD;
an area located in the strategic Brazilian environment, became a target for piracy due to the&#xD;
existence of several natural resources, such as oil and natural gas, and is currently the main&#xD;
area of tension for global piracy. The damage caused by the action of pirates reinforces the&#xD;
concern about the maritime safety of the West African coast. In view of this fact, it is&#xD;
important to coordinate the efforts, human, operational and economic resources of the&#xD;
various actors involved, so that a prompt response is given to the growing threat of maritime&#xD;
piracy to the various maritime lines of communication. In this sense, the objective of this&#xD;
work is to suggest ways in which the Brazilian Navy can contribute to the repression of piracy&#xD;
in the Gulf of Guinea region, cooperating with African countries to create an environment of&#xD;
peace and prosperity throughout the world. South Atlantic, providing sustainable economic&#xD;
and social development. In the suggestions presented in the work, the Brazilian Navy should&#xD;
seek to contribute to the repression of piracy in the Gulf of Guinea through the construction&#xD;
of a cooperative environment aimed at regional stability and peace, the increase of Brazilian&#xD;
projection on a world level and the safeguarding of the national interests located abroad
Descrição: Após praticamente ter-se extinguido entre os séculos XIX e XX, a pirataria marítima ressurgiu&#xD;
no cenário mundial a partir da década de 1980, afetando o atual mundo globalizado,&#xD;
dependente do tráfego marítimo para o fluxo do comércio internacional. O Golfo da Guiné,&#xD;
área localizada no entorno estratégico brasileiro, passou a ser alvo da pirataria devido à&#xD;
existência de diversos recursos naturais, como petróleo e gás natural, sendo atualmente a&#xD;
área de tensão principal da pirataria global. Os prejuízos causados pela ação de piratas&#xD;
reforçam a preocupação quanto à segurança marítima da costa ocidental africana. Em vista&#xD;
desse fato, é importante que haja a coordenação de esforços, de recursos humanos,&#xD;
operacionais e econômicos dos diversos atores envolvidos, a fim de que seja dada uma&#xD;
pronta resposta à crescente ameaça da pirataria marítima às diversas linhas de comunicação&#xD;
marítimas. Nesse sentido, o objetivo deste trabalho é sugerir formas de como a Marinha do&#xD;
Brasil pode contribuir para a repressão à pirataria existente na região do Golfo da Guiné,&#xD;
cooperando com os países africanos para a formação de um ambiente de paz e de&#xD;
prosperidade em todo o Atlântico Sul, propiciando um desenvolvimento econômico e social&#xD;
sustentáveis. Nas sugestões apresentadas no trabalho, a Marinha do Brasil deve buscar&#xD;
contribuir para a repreensão à pirataria no Golfo da Guiné por meio da construção de um&#xD;
ambiente cooperativo visando a estabilidade e paz regionais, o incremento da projeção&#xD;

    <summary type="text">Título: A proteção marítima  do comércio exterior de petróleo do Brasil: desafios e oportunidades para a Marinha do Brasil

Abstract: Oil is considered a strategic resource by States, being able to strongly contribute to the energy&#xD;
security and prosperity of a country. The trend for the next 30 years is for countries to remain&#xD;
heavily dependent on oil, as there are still no new technological and geopolitical paradigms&#xD;
capable of replacing this reality. The war in Ukraine has made it clear that the desired energy&#xD;
transition cannot overcome the energy security of countries, in a world where oil and gas are&#xD;
responsible for more than half of the world's energy demand. Favored by territorial and&#xD;
geopolitical advantages, which other producing countries do not have, Brazil will be able to&#xD;
definitively reposition itself at the forefront of exploration around the globe, as a major&#xD;
producer and exporter of hydrocarbons. However, Brazil's growing foreign oil trade is under&#xD;
constant threat, as in the 21st century, pirate attacks and armed robbery against oil tankers&#xD;
can be seen in regions such as the Gulf of Guinea, Southeast Asia, Gulf of Aden and Caribbean&#xD;
Sea. On the other hand, international oil companies are becoming interested in other, less&#xD;
troubled offshore exploration regions, such as the Pré-sal in Brazil. This opportunity&#xD;
contributes to the expansion of production and exports of oil and natural gas in the country,&#xD;
which, until now, has not recorded any acts of piracy on its coast. In both cases, it is necessary&#xD;
to recognize the essential need of the Brazilian Navy (MB) to guarantee the maritime&#xD;
protection of ships and oil platforms against these illicit acts, even removing the risk of&#xD;
migration of these attacks to the Blue Amazon™. Thus, this study analyzes the Tamandaré&#xD;
Class Frigates Program (PFCT) and the Brazilian Ocean Patrol Vessels Project (NPaOc-BR), in&#xD;
the face of threats to maritime security of merchant traffic of interest to the Brazilian oil&#xD;
industry; as well as it identifies opportunities for the MB to raise extrabudgetary resources, to&#xD;
enable the construction of the NPaOc-BR in the short term
Descrição: O petróleo é considerado um recurso estratégico pelos Estados, sendo capaz de contribuir&#xD;
fortemente na segurança energética e prosperidade de um país. A tendência para os próximos&#xD;
30 anos é de que os países deverão manter grande dependência pelo petróleo, pois não&#xD;
existem, ainda, novos paradigmas tecnológicos e geopolíticos propícios a alterar essa&#xD;
realidade. A guerra na Ucrânia tornou evidente que a desejada transição energética não pode&#xD;
sobrepujar a segurança energética dos países, em um mundo onde petróleo e gás são&#xD;
responsáveis por mais da metade da demanda energética mundial. Favorecido por vantagens&#xD;
territoriais e geopolíticas, que outros países produtores não possuem, o Brasil poderá se&#xD;
reposicionar definitivamente na vanguarda da exploração pelo globo, como um grande&#xD;
produtor e exportador de hidrocarbonetos. Contudo, o crescente comércio exterior de&#xD;
petróleo do Brasil está em constante ameaça, pois em pleno século XXI, pode-se constatar a&#xD;
ocorrência de ataques de piratas e roubo armado contra navios petroleiros, em regiões como&#xD;
no Golfo da Guiné, sudeste da Ásia, Golfo de Áden e Mar do Caribe. Por outro lado, as&#xD;
companhias petrolíferas internacionais passam a se interessar por outras regiões de&#xD;
exploração offshore, menos conturbadas, como o Pré-sal no Brasil. Essa oportunidade&#xD;
contribui para a expansão da produção e das exportações de petróleo e gás natural pelo País&#xD;
que, até o presente momento, não registra atos de pirataria em seu litoral. Em ambos os&#xD;
casos, há de se reconhecer a necessidade imprescindível da Marinha do Brasil (MB) garantir a&#xD;
proteção marítima de navios e plataformas de petróleo contra esses ilícitos, afastando,&#xD;
inclusive, o risco de migração desses ataques para a Amazônia Azul®. Dessa forma, este estudo&#xD;
analisa o Programa das Fragatas Classe Tamandaré (PFCT) e o Projeto de Obtenção dos Navios-&#xD;
Patrulha Oceânicos Brasileiros (NPaOc-BR), frente às ameaças à segurança marítima do&#xD;
tráfego mercante de interesse da indústria do petróleo brasileira; bem como identifica&#xD;
oportunidades para a MB captar recursos extraorçamentários, a fim de viabilizar a construção&#xD;
dos NPaOc-BR no curto prazo
