Descrição: Brazil has a vast maritime area called the “Blue Amazon,” which is rich in natural resources. To improve the protection of the Blue Amazon, in 2008, the Brazilian Navy (BN) started multi-year investments in long-term defense projects such as the Submarine Development Program (PROSUB). Brazil’s budgetary framework operates on an annual appropriation cycle, and this thesis assesses its impact on the BN’s capital investments. The research focuses on PROSUB’s execution from 2020 to 2023, compares Brazil’s and the United States’ budgetary systems, and evaluates an alternative budgetary system’s ability to increase defense investments’ effectiveness in Brazil. Findings suggest Brazil’s current budget system leads to work stoppages, timeline extensions, and price increases, hampering PROSUB’s progress and predictability. Although the BN has implemented strategies to increase efficiency and align actions to the budget, issues persist. The research suggests that incorporating a multi-year appropriations mechanism into Brazil’s annual budget system could provide a more efficient framework for long-term execution. This approach may balance annual oversight with the need for long-term fiscal planning, improving the BN’s means to develop and maintain capabilities necessary to protect the Blue Amazon.

Descrição: This dissertation was developed in the Supply Chain Management research area, which&#xD;
is still a very new area compared to other disciplines in the social sciences and whose importance&#xD;
and criticality for any country in the word have become more apparent in the face of Corona Virus&#xD;
outbreak.&#xD;
Our study was structured around the following main pillars: first evaluating and&#xD;
identifying the influence of Supply Chain Risks and specific Contingencies on the Operational&#xD;
Performance of Manufacturing companies in Brazil. Secondly, from significance and necessary&#xD;
condition analysis perspectives, we evaluated and distinguished the relative influence of a&#xD;
different set of Supply Chain Strategies upon Operational Performance and Supply Chain&#xD;
Robustness.&#xD;
The thesis is organized in five distinct chapters as follows: Chapter 1 (Introduction);&#xD;
Chapter 2 (Article 1); Chapter 3 (Article 2); Chapter 4 (Article 3); and Chapter 5 (Conclusion).&#xD;
Using data collected from 165 Supply Chain Professionals allocated in different industries in&#xD;
Brazil, the present work follows quantitative research and applied four methods as such: Partial&#xD;
Least Structural Equation Modeling (PLS-SEM), Importance Performance Map Analysis&#xD;
(IPMA), Multi-Group Analysis (MGA) and Necessary Condition Analysis (NCA) to support our&#xD;
investigation.&#xD;
In Chapter 1, we presented an introduction to the research based on the following&#xD;
elements: Study Background and Research Gaps, Research Problems, Aims, Objectives,&#xD;
Research Questions, Significance of the Study, Limitations, and Thesis Structure. The Chapter 2&#xD;
was dedicated to evaluating the influence of overall Supply Chain Risks on the Operational&#xD;
Performance of industries in Brazil; identifying which sources of risks have a relatively higher&#xD;
negative impact on the Operational Performance; identify the influence of contingencies like&#xD;
Supply Chain Complexity, Firm Size, and Strategies for Competitive Advantage on the&#xD;
relationship between Supply Chain Risks and Operational Performance. Among other findings,&#xD;
the study presents for science and practical fields a relative hierarchy in terms of frequency and&#xD;
the negative impact of 04 distinct dimensions and 13 different sources of risk.&#xD;
Chapter 3 focused on evaluating the influence of Supply Chain Risk Management and&#xD;
Supply Chain Agility on Operational Performance; and distinguishing the influence of such&#xD;
Supply Chain Strategies ty in terms of its average positive impact and predictive relevance of&#xD;
Operational Performance.&#xD;
In Chapter 4, our conceptual model was further improved by introducing three&#xD;
dimensions of Supply Chain Integration (Supplier, Internal e Customer) and the second dimension&#xD;
of Performance (Supply Chain Robustness). In this chapter, we pursued the following main&#xD;
objective: to evaluate the influence of Supply Chain Agility, Supply Chain Risk Management,&#xD;
Supplier Integration, Internal Integration, Customer Integration on Operational Performance, and&#xD;
Supply Chain Robustness from both a significant and necessity logic perspectives.&#xD;
The value and originality of this research are anchored on reducing specific scientific&#xD;
gaps identified in the literature (evidence, methodological, empirical, theoretical populational) By&#xD;
applying the necessary condition analysis, in complement to the PLS-SEM, to evaluate the&#xD;
relationship proposed on our conceptual model, we executed an unprecedented exploration of the&#xD;
impact of different strategies on organizational performance. The analysis utilizing the necessity&#xD;
logic view enabled our investigation to shift attention from ‘average trends’ among variables to&#xD;
the logic of ‘the required level.”, enabling us to identify the conditions that, when absent, will&#xD;
imply the absence of the outcome or, when present, will enable the presence of the outcome.

Descrição: This paper estimates and monetizes the impact of a policy change in the Brazilian Navy’s uniform&#xD;
supply chain. This policy change includes a revision to part of its process flowchart and the creation of a&#xD;
new design for the uniform distribution and selling processes (e-marketplace), by which authorized&#xD;
companies would be able to sell uniforms directly to military personnel. Using a cost-benefit analysis as a&#xD;
systematic quantitative method of assessing the alternative policy and comparing it to the status quo, this&#xD;
thesis projects that the positive impacts are significantly higher than the negative impacts. Even with some&#xD;
intangible aspects to consider, the net benefits are approximately R$73 million in the next five years, which&#xD;
is the project’s time frame. Overall, the analysis suggests that the Brazilian Navy should implement the new&#xD;
policy because it has substantial economic benefits.

Abstract: Since the end of Cold War, in the 1990s, there has been a perception by the Armed Forces, around the world, of the need to reduce their troops. The fact was due to the reduction of investments in the Defense sector. Thus, the opportunity arises to outsource some logistical support services, such as the logistical function of equipment maintenance, which should not necessarily be performed by career military personnel, however without compromising efficiency and effectiveness in fulfilling the assigned missions. The Brazilian Forces incorporated this concept into their planning, resizing their needs related to the distribution of personnel, with a view to focusing on the main mission described in the Federal Constitution (1988), in addition to resizing their means through Capability-Based Planning (PBC), seeking budget adequacy to needs. Thus, when reassessing existing means and planned future acquisitions, according to the PBC, the foreign technological dependence related to equipment became clear, in addition to the gap in the training of Human Resources. Consequently, the urgent need for State investments in Industry and Academia emerges, bearing in mind, however, society's concerns regarding spending of public money. Then, the theories of the Triple, Quadruple and Quintuple Helix appear. However, the return to State actions is not immediate, being essential to maintain combat capabilities, hiring foreign companies headquartered in Brazilian territory or in any other country in the world, according to their technical and scientific capabilities. Thus, events with characteristics of International Bidding appear in Brazil and abroad, where there is no specific legislation to this day, and still lacks doctrine and regulation. However, the Armed Forces are part of the Federal Public Administration, being, of course, subject to the national legal framework, whether in bidding processes in Brazil or abroad. Therefore, it is necessary, due to the lack of legal basis, to build a well-structured Administrative Management Process (PAG), considering various aspects related to the specifics of each intended object, analyzing, through a multidisciplinary group of analysts, elements that may impact negatively in the successful contracting, degrading the operational capacity of the Armed Forces and damaging the image of the Forces before the Brazilian people. As advice to decision makers in decision making, for broad knowledge and assessment of fundamental points to be considered in the procedural rite, a complementary model was proposed based on the Multi Criteria Decision Aiding – Constructivist (MCDA-C) methodology, supported by MACBETH software ( Measuring Attractiveness by the Categorical Based Evaluation Technique), with the purpose of building a PAG supported by legislation, documentation and guidelines, evaluating risks, opportunities and challenges related to the desired object, being transparent to the Public Control Offices and, mainly, that meet the aspirations and demands of Brazilian society.
Descrição: Desde o final da Guerra Fria, nos anos 1990, houve a percepção pelas Forças Armadas, ao redor do mundo, da necessidade de redução de seus efetivos. O fato se deveu à redução de investimentos no setor de Defesa. Dessa forma, surge a oportunidade de terceirizar alguns serviços de suporte logístico, como a função logística de manutenção de equipamentos, que não necessariamente deveriam ser executados por militares de carreira, entretanto sem comprometer a eficiência e eficácia no cumprimento das missões atribuídas. As Forças Singulares brasileiras incorporaram em seu planejamento esse conceito, redimensionando suas necessidades relacionadas à distribuição de pessoal, com vistas ao foco na missão principal descrita na Constituição Federal (1988), além de redimensionar seus meios através do Planejamento Baseado em Capacidades (PBC), buscando adequação orçamentária às necessidades. Sendo assim, ao reavaliar-se os meios existentes e as futuras aquisições planejadas, de acordo com o PBC, ficou clara a dependência tecnológica estrangeira relacionada aos equipamentos, além da lacuna na capacitação de Recursos Humanos. Consequentemente, emerge a urgência de investimentos do Estado na Indústria e na Academia, atentando, porém, aos anseios da sociedade quanto a gastos de dinheiro público. Então, aparecem as teorias das Hélices Tripla, Quádrupla e Quíntupla. No entanto, o retorno às ações Estatais não é imediato, sendo fundamental, para manter as capacidades de combate, contratações de empresas estrangeiras sediadas em território brasileiro ou em qualquer outro país do mundo, de acordo com suas capacitações técnicas e científicas. Dessa maneira, aparecem certames com características de Licitação Internacional no Brasil e no exterior, onde não existe legislação específica até os dias de hoje, e ainda, carece de doutrina e regulamentação. Porém, as Forças Armadas fazem parte da Administração Pública Federal, estando, por óbvio, sujeitas ao arcabouço jurídico nacional, seja em processos licitatórios no Brasil ou no exterior. Portanto, faz-se necessário, devido à pouca fundamentação jurídica, construir um Processo Administrativo de Gestão (PAG) bem estruturado, considerando vários aspectos relacionados às especificidades de cada objeto pretendido, analisando, através de um grupo multidisciplinar de analistas, elementos que possam impactar negativamente no êxito da contratação, degradando a capacidade operacional das Forças Singulares e prejudicando a imagem das Forças perante o povo brasileiro. Como assessoramento aos decisores na tomada de decisão, para amplo conhecimento e avaliação de pontos fundamentais a serem considerados no rito processual, foi proposto um modelo complementar baseado na metodologia Multi Criteria Decision Aiding – Constructivist (MCDA-C), com suporte do software MACBETH (Measuring Attractiveness by a Categorical Based Evaluation Technique), com a finalidade de construção de um PAG amparado e fundamentado por legislações, documentações e diretrizes, avaliando riscos, oportunidades e desafios relativos ao objeto almejado, sendo transparente aos Órgãos de Controle e, principalmente, que atenda aos anseios e demandas da sociedade brasileira.; Tese apresentada à Escola de Guerra Naval, como requisito parcial para a conclusão do Curso de Política e Estratégia Marítimas
