The research conducted was aimed at understanding the cognitive elements that presided over the emergence and evolution of a sector of provision of welfare services whose purpose is to serve a specific group: Navy personnel. In this direction, the literature produced in Brazil on social assistance in the Brazilian Armed Forces was reviewed, the actors involved in the process of institutionalization of social assistance in the Navy were identified, the justifications that guided the process of institutionalization of social assistance in the Navy were identified, the trajectory of the institutional and organizational structure of social assistance in the Navy was described, and the inflections that occurred in the institutional and organizational structure of social assistance in the Navy were identified over time. The set of theoretical and methodological precepts that guided the research are located in the field of the cognitive approach to the analysis of public policies and the historiographical method. Thus, emphasis was placed on the influence exerted by ideas, general precepts and social representations in the formation of the Navy's social assistance, seeking to capture the processes of ruptures and continuities based on traces found in historical documents. It was concluded that, although the historical trajectory of the Navy's social assistance is marked by moments in which there was an attempt to actually make changes to the proposed actions and the way in which its functioning was organized, the cognitive framework from which this field develops shows a greater tendency towards permanence, especially in relation to the justifications and expected results of the implemented interventions. The belief prevails in the Navy's social assistance that socio-educational intervention and the guarantee of access to goods and services produce a state of psychological tranquility that results in ideal conditions for the performance of professional activities, even if such result is not proven by evidence. The endogenous nature of the interventions was verified, since even those actions developed by the Abrigo do Marinheiro Association, constituted as a civil legal entity, are also directed from the same place as the actions and services effectively offered by the military institution. The association of what is done in this intervention field with the social image of women, with volunteer work and with the moral imperative of loving one's neighbor was observed. Descrição: O presente trabalho traz uma análise da trajetória histórica da institucionalização da assistência social da Marinha do Brasil. A investigação realizada foi direcionada para a compreensão dos elementos cognitivos que configuraram o surgimento e desenvolvimento de um setor de prestação de serviços assistenciais cujo propósito é atender um grupo específico: o pessoal da Marinha. Nessa direção, realizou-se a revisão da literatura produzida no Brasil sobre a assistência social das Forças Armadas brasileiras, a identificação dos atores envolvidos no processo de institucionalização da assistência social da Marinha, bem como das justificativas evocadas pelos atores que conduziram esse processo, a descrição da trajetória da estrutura institucional e organizacional da assistência social da Marinha e a identificação das inflexões ocorridas nessas estruturas ao longo do tempo. O referencial teórico-metodológico que orientou a pesquisa situa-se no campo da abordagem cognitiva de análise das políticas públicas e do método historiográfico. Assim, deu-se destaque a influência exercida pelas ideias, preceitos gerais e representações sociais na conformação da assistência social da Marinha. Concluiu-se que, apesar da trajetória histórica da assistência social da Marinha ser marcada por momentos em que se buscou de fato operar mudanças nas ações propostas e na forma de organização do seu funcionamento, alguns elementos do quadro cognitivo a partir do qual esse campo se desenvolve, mais especificamente aqueles relacionados às justificativas e aos resultados esperados das intervenções implementadas, apresentam uma maior tendência à permanência, ou seja, podem ser observados em diferentes momentos históricos estudados, inclusive no mais recente. Prevalece na assistência social da Marinha a crença de que a intervenção socioeducativa e a garantia de acesso a bens e serviços produzem um estado de tranquilidade psíquica que se reverte em condições ideais ao desempenho das atividades profissionais, mesmo que tal resultado não seja comprovado mediante evidências. Verificou-se ainda o caráter endógeno das intervenções, uma vez que mesmo aquelas ações desenvolvidas pela Associação Abrigo do Marinheiro, constituída como uma pessoa jurídica de natureza civil, também são dirigidas a partir do mesmo lugar que as ações e serviços efetivamente ofertados pela instituição militar. Observou-se a associação daquilo que se realiza nesse campo interventivo com a imagem social da mulher, com o trabalho em caráter de voluntariado e com o imperativo moral do amor ao próximo.
