| Descrição: | Diversos trabalhos foram escritos sobre estratégia marítima. No entanto, até o momento, esse conceito não foi explorado de forma abrangente no contexto brasileiro. Assim, esta tese busca associar a realidade do Brasil à sua estratégia marítima nas últimas três décadas. A tese confronta a estratégia marítima no contexto brasileiro com relação a cinco perspectivas distintas: 1) história, prática e pensamento; 2) estratégia naval e grande estratégia; 3) estratégias marítimas restritas e amplas; 4) estratégia declaratória, estratégia operacional e estratégia de meios; e 5) estratégia marítima e segurança marítima. O escopo flexível do conceito de estratégia marítima, dependendo do caso em questão, torna essas abordagens interdependentes, oferecendo, assim, uma visão mais clara da realidade específica em análise. Tais
considerações motivaram a questão de pesquisa e o objetivo associado: compreender como o pensamento estratégico naval brasileiro tem sido caracterizado desde 1985, durante um período de
relevantes mudanças políticas internas, juntamente com o iminente fim da Guerra Fria e o
advento da nova Lei do Mar. Para atingir esse objetivo e responder à questão, esta tese
definiu três objetivos principais. Um deles visava compreender o papel dos fatores históricos e geopolíticos na interação entre o Brasil e sua Marinha, e como isso afetou os fins da nação e suas percepções gerais de risco-oportunidade, bem como a estratégia de meios subsequente da Marinha. O segundo objetivo focou-se no nível nacional e de defesa das políticas e estratégias, e no marco legal. Esses aspectos forneceram o contexto mais amplo para o terceiro objetivo, que se concentrou na investigação do nível naval, por meio da análise de documentos navais, estrutura de forças e publicações. A principal inovação da tese é a proposta de um polígono, um novo modelo que representa as múltiplas funções da Marinha do Brasil. A adaptabilidade deste modelo oferece uma valiosa contribuição para o enriquecimento dos conceitos utilizados, ajudando, assim, a compreender diferentes tipos de marinhas e indicando a versão brasileira de estratégia marítima. | Abstract: | A number of works have been written on maritime strategy. However, to date, this concept has not been comprehensively explored in the Brazilian context. Thus, this thesis seeks to associate Brazil's reality with its maritime strategy over the last three decades. The thesis confronts maritime strategy in the Brazilian context with regards to five distinct maritime strategy perspectives: 1) history, practice and thought; 2) naval strategy and grand strategy; 3) narrow and broad maritime strategies; 4) declaratory strategy, operational strategy and strategY of means; and 5) maritime strategy and maritime security. The flexible scope of the maritime strategy concept, depending on the case in question, renders these approaches dependent on each other, thus offering a clearer view of the specific reality under scrutiny. Such considerations prompted the research question and associated aim: to understand how Brazilian naval strategic thinking has been characterised since 1985, during a time when there were relevant domestic political shifts, coupled with the imminent end of the Cold War and the advent of the new Law of the Sea. To achieve this aim and answer the question this thesis defined three main objectives. One aimed to understand the role of historical and geopolitical factors in the interaction between Brazil and its Navy, and how this has affected the nation's ends and its overall risk-opportunity perceptions, as well as the Navy's ensuing strategy of means. The second objective focused on the national and defence level of policies and strategies, and the legal framework. These aspects provided the wider context for the third objective, which focused on the investigation of the naval level, through the analysis of naval documents, force structure and publications. The thesis's main innovation is its proposal of a polygon, a new model representing the multiple functions of the Brazilian Navy. The adaptability of this model offers a valuable contribution to enriching the concepts used, thus helping to understand different types of navies, and indicating Brazil's own version of maritime strategy. |
