Operação Acolhida e sua efetividade para o ordenamento da fronteira com a Venezuela na cidade de Pacaraima-RR

Abstract

The present work aims at analyzing the participation of the Armed Forces and other organizations with regard to the Operation “Acolhida”, which has three main pillars: Border Planning, Shelter and Interiorization. With the increase in the Venezuelan migration flow generated by the crisis in Venezuela, the state of Roraima has identified its limitation in dealing with this situation, where public systems have ended up being saturated by the immigrant population. The most affected system was health, observing relevant impacts also on safety. The Operation Welcome, with its humanitarian character, was the response of the federal government to this emergency situation declared in the state of Roraima. To analyze the effectiveness of the Operation regarding to the Border Planning, the period referring to the reopening of the Brazilian border, where Venezuelan immigrants were allowed to enter, was selected. Due to the crisis generated by the COVID-19 pandemic, Brazil closed its borders in March 2020. With the reopening of the borders, a large repressed flow of immigrants entered the border of Pacaraima-RR, generating a relevant situation to the Border Planning, particularly in the municipality of Pacaraima. In the analysis, it was possible to identify the importance and effectiveness of the operation for border control, giving greater humanitarian assistance and speed to the Venezuelan migration process, and alleviating the problems and difficulties arising from this migratory flow.
